On August 8th, 2017, The Belt & Road Open Educational Resource Alliance “Multilingual Development Strategy” Seminar was held in Conference Room 1 in SLIBNU. The meeting was hosted by SLIBNU, co-organized by Foreign Language Specialized Committee of China Educational Technology Association, with the participation of experts and industry representatives from the National Open University, Tsinghua University, Shandong University, Beijing Foreign Studies University, Dalian University of Foreign Languages, Yunnan Nationalities University, the People's Liberation Army International Relations Institute, the People's Liberation Army Foreign Languages Institute, Elernity, World Science and Technology Development Co.Ltd., LANHAI TECHNOLOGY Co. Ltd. to explore the multilingual development strategies under The Belt and Road Initiative. Professor Ronghuai Huang, president of SLIBNU, hosted the meeting, in which Professor Shaogang Zhang, executive vice president of China Education Technology Association, editor of modern educational technology magazine of Tsinghua University and vice president of China Education Technology Association attended the meeting.
In the beginning, Shaogang Zhang and President Huang pointed out that the meeting aims at dealing with the difficulties in languages in construction of The Belt & Road, and attracting multilingual qualified personnel, transmitting and sharing good products and achievements of The Belt & Road among the countries alongside.
Yuan Gao, director of institute of Open Educational Resources Laboratory shared the five results completed under The Belt & Road Initiative over the past two years at the meeting. Feng Gao, deputy general manager of Elernity, mentioned Net Dragon VR strategy and the landing plans of 101 products in The Belt & Road countries, and focused on multilingual support. Hongwei Zheng, director of Internal Cooperation of Yunnan University for Nationalities introduced the international strategy of the university and the current situation of language teachers. Xiaoliu Zhong, vice president pointed out that The Belt & Road multi-language development needs a “Three In Three Out" strategy: a good educational technology service system, good educational technology and good educational technology products should be imported and exported. Jiaqi Liu, director of the Education Technology Center of the PLA International Relations Institute, proposed to consider what kind of resources, what kind of way and what kind of platform to build and introduce resources. Junjing Wang, secretary of Beijing Foreign Studies University Information Technology Center and vice director, proposed the necessity to develop a set of standards to select the resources, and to use the advantages of China Educational Technology Association to promote. Zhisheng Li, senior engineer of People's Liberation Army Foreign Language Institute pointed out that we can promote different resources and products to target different education and information phases in The Belt & Road countries and regions. Yu Meng, an expert from Dalian University of Foreign Languages Information Technology Center, mentioned that the school's Russian, Korean, Japanese are key disciplines, and 10 overseas Confucius Institutes can provide service for the promotion of resources. Professor Zhenyang Li of Foreign Languages Institute of Shandong University, said that promoting resources should coincide with the late maintenance and upgrading of resources. Ruiguang Wang, general manager of Beijing Science and Technology Development Co.Ltd., introduced that the company's educational products are divided into peripheral teaching environment and the external language learning environment platform, including 30 languages, which can be promoted in the countries. Shaogang Zhang, vice president pointed out that the promoting resources we should consider mainly are the national standards, education solutions and educational tools, and the promotion way we can use is campaign rally, such as exhibitions, competitions.
Finally, president Huang summarized the meeting that we should make further understanding of the countries from the language, education, culture, population, teachers and students and other aspects and proposed to study the domestic products that can be promoted overseas around hardware, software, standards and so on while using open educational resources for industrial docking results.
At the end of the meeting, the experts and scholars reached a consensus on that we should make coordinative exploration, continue to study multi-language development strategy under The Belt & Road Initiative in order to serve the country's educational development.
